Fanless Windows laptops are no problem with Snapdragon ARM chips - why won't any manufacturer take the plunge?

Microsoft's compact Surface Pro 12 convertible proves that current Snapdragon X2 Plus chips can easily be passively cooled, but we are still waiting for laptops that do the same.
